can't create email

I use outlook express. I recently purchased and
installed office 2003, upgrading from office 2000. When
installation completed, I no longer can send an email in
oe. When I hit create mail, it says error opening this
message. When I click a contact, it says the same
error. If click the address book, unable to open. May
not be properly installed is the message that I get
here. Yet, I can receive mail in oe and both send and
receive in outlook. Oe will not let me create a message
in any way shape or form.
