OE6 "file in use" when it is (apparently) not

I am having a problem accessing old, saved email. I have been having general
problems with a W/98 configuration for a while which happens to use OE6. I
decided to step up to W/XP Pro. I bought a new HD and loaded W/XP on it
without problem. I had some problems moving my saved email to the new HD,
and recently posted here for help. However, after that post, a new problem
appeared. I can no longer access my saved email, even from OE6 on the old
W/98 HD (which I kept and can still boot from). When I boot W/98 and launch
OE6, I see no saved email. A few of the subdirectory names I previously had
under "inbox" now show up as directories at the same level as "inbox", so
apparently OE is reading something, but none of the directories have any
email messages in them. All of the .dbx files appear to still exist on the
HD and have reasonable sizes for the messages I know they contain.

If I jumper the old HD as slave and boot from the new HD containing W/XP, I
can still see the .dbx files on the extra drive. If I ask MS Outhook to
import from the directory containing the .dbx files on the extra drive, I
get a message that the import fails because the file is in use. But nothing
on the new HD even knows about these .dbx files on the extra drive, so those
files can't really be in use (I think). Is the record of who has a file in
use actually saved in the file itself? I thought the file system driver kept
it somewhere else. Does the file system driver set a lock bit in the file
itself when a file is in use which may not have gotten cleared due to one of
my "freezes" under W/98? This would explain the fact that neither OE6 under
W/98 or MS Outlook appears to be able to access these files now. Does this
make any sense? If so is there a utility that can clear the lock bit? If
this doesn't make any sense does anybody have another idea? Is there a
tutorial on windows file access methods or utilities which read file headers
which might shed some light?
