For your OE (not your Hotmail) problem now:
1. http://www.oehelp.com/oedef.aspx; then...
2. http://www.oehelp.com/oelnk.aspx
If still no joy, see:

For your Hotmail problem:
99% of the time, the error points to problems on Hotmail's end. Until they
get it sorted, access your account at www.hotmail.com. In all likelihood
your install of SP2 is merely coincidental. That being said, you can try...
Make certain your time, date, and /time zone/ settings are correct.
IE6 SP2: Tools>Internet Options>Privacy>Sites> type in
hotmail.com
and Allow All Cookies.
How to Manage Cookies (IE6)
http://support.microsoft.com/?kbid=283185
Temporarily disable your firewall, any "system" tools (NSW, NIS, anything by
Norton or McAfee) and pop-up/ad blockers to see if they're interfering.
How do you connect? Is the machine on a network? Related URLs (MTU
values):

IE Tools>Internet Options>Advanced>HTTP 1.1>toggle between the two options.
IE Tools>Internet Options>Security>[zone in OE runs; should be Restricted
Sites]>Custom Level>User Authentication>Logon>toggle between the given
options. (Several work for me, but YMMV)
Resetting either or both of the above Tabs to the Default settings.
