Uh, because OE wasn't written to do that. :-)
Seriously, I think Microsoft probably saw that as an advanced feature,
meaning one they should charge money for. Outlook has automatic rules
for outgoing and incoming messages. Outlook Express has only rules only
for incoming.
You can write rules for outgoing messages, but you will have to apply
them manually from time to time using Tools|Message Rules|Mail, Apply
Now.
