Try the Hotmail account in a new Named Identity, P, but 99% of the time
those errors denote problems on Hotmail's end.
Has the account ever worked in OE?
Is it a Hotmail (name@hotmail.com) account or an MSN (name@msn.com) account?
Sometimes when others get this error they find their ISP started using a
"transparent proxy server" which does not support WebDAV. See this archived

Make certain your time, date, and /time zone/ settings are correct.
IE6 SP2: Tools>Internet Options>Privacy>Sites> type in
hotmail.com
and Allow All Cookies for each domain.

Temporarily disable your firewall, any "system" tools (NSW, NIS, anything by
Norton or McAfee) and pop-up/ad blockers to see if they're interfering.

Anonymous Logon, Automatic Logon with Current Username and Password, and
Prompt for user name and password. (Anonymous Logon & Prompt for... both
work for me, but YMMV)
Resetting either or both of the above Tabs to the defaults might help, too.
