Are you using Control Panel/User Accounts applet? Are you logged on as the
Administrator?
If both of those are yes, then you need to ask in a newgroup for your
operating sytem, since the question is off topic for an Outlook Express
newsgroup.
If you are asking about creating an identity for her in Outlook Express,
then tell us what you've tried to do and how. The term user account and
identity are very different.
