Being the Default mail client is a Windows File Association. File Associations are global
and apply to all users.
This doesn't prevent different users from using different mail programs. The default mail
program only comes into play when another program wants to send a message.
In that case, when a user signs in they could start their preferred mail program and use
its options to make itself the default. Or else to use the non-default mail program for
sending, they'll need to manually start a message and then either attach the desired file
or copy/paste the e-mail address from a web site.
