Did you recently try to install XP SP2?
I notice from your message headers:
X-Newsreader: Microsoft Outlook Express 6.00.2800.1437
X-MimeOLE: Produced By Microsoft MimeOLE V6.00.2900.2180
The first line indicate SP1 whereas the second line indicates SP2. That could mean an
incomplete or corrupted install of SP2. You may need to uninstall and reinstall SP2.
For best results, disable your anti-virus program while installing.
