Thanks for your posting here.

Based on my knowledge, the group will be imported after importing the whole
address book. Please check the steps you used to export/import the address
according to the following article:
OLEXP: How to Back Up and Recover Outlook Express Data

As for question 2, you may have to import the all the addresses to Text
(Comma Separated Values) file using Export wizard in OE. And then you can
edit the CSV file and save the addresses for each account to separate file.
You can use Excel to modify the CSV file.
