    The registry branch HKLM\Software\Microsoft\Outlook
Express does not contain a value called
    BlockExeAttachemnts! Even other
    *\Software\Microsoft\Outlook Express branches are missing
such a value. When adding it to the sugested branch (and
turning it on or off) nothing is changing in OE's
behaviour. Not even exe attachments are blocked using this
    option!
