PA Bear,

Thank You! The reference in the registry, related to Windows Messenger, was
the problem.

I edited the references to InProcServer32 and LocalServer32 and OE opens
properly.

On relection, I probably disabled Windows Messenger.

Thank you so very much.

Thanks too, to Bruce and Gerry, you were both right and I really should have
tried to edit the registry value in the first place.
