As advised, I wrote to support@hotmail.com and got almost immediately their automated response - Thank you for sending an e-mail message to support@hotmail.com. However, this is not a monitored e-mail address. If you are already signed in to your Hotmail account, click "Help" in the upper right corner. This gives you access to our great self-help instructions as well as our automated answer system. If you cannot find your answer in either source, you can easily click a link in Help to contact our MSN Hotmail Customer Support Staff directly.
I tried Help but it was not responding. I then forward my message to support@msn.com and guess what? I got the delivery failure notification. Well, well, well, what next?

The problem is on MSN/Hotmail's end, Paul, not yours. It's been an
ongoing
problem for over 6 weeks now.
Some say mail to addressees who are also in your Contacts list isn't
as
affected. YMMV.
