IE doesn't want to go on line

Hi
IE is behaving strangely after I reinstalled my system (XP Pro with SP1).
The problem seems to come up when I have already been on the NET using
another program.
I open IE and get a 'Work without Connection or Recommence' window (don't
know the exact wording in English as my system is French)
Anyway, I click 'recommence' but immediately another Window says that the
page is unavailable.
However, if I go back onto the NET using Outlook or OE and then try to open
the page with IE, then it is OK.
On other occasions like if I switch on my computer and surf with IE first,
it seems ok so it can dial up.
Any ideas please?

PS In trying to send this message with OE, the same thing has just
happened!!!
