Appropriate newsgroup for Outlook Express independent of Internet Explorer?

I'm running Outlook Express to read newsgroups independently of Internet
Explorer. Is this an appropriate newsgroup for questions I have about OE
usage?

(Obviously, I'm trying to get away without reading the FAQ -- which I will
do if it's the right one!)
