First, MMSYS.CPL is an applet in the control panel for multimedia:

As for the 2nd question, are you sure about "kernal32.dll" and not
"kernel32.dll"? Kernel32.dll is a windows file while kernal32.dll is not a
Microsoft file and you may have a larger problem. If the problem is in fact
in kernel32.dll, see these links:
