How big is the quota for your account? Say you have a 2MB quota. You
choose to move some messages into different folders. Those messages
continue to consume your quota based on their size, so obviously any
with big file attachments will eat up more of your disk quota for your
mailbox. Eventually you save enough messages or get enough of them in
your Inbox that all of your quota is consumed, or not enough is left for
the size of an incoming message. So incoming messages get rejected
because there isn't enough quota left in your mailbox to receive any
more messages.

If your ISP provides a webmail interface to your e-mail account, use it
to see if it reports your quota maximum and current usage level.
