Your state's consumer protection office or AG's office would be one place.
Your state may have an anti-spam law. Individual action may not be
forthcoming, however. The moral of the story is to beware of offers that
seem too good to be true. Paying money up front with the promise of a great
return is often used in scams. People have lost thousands of dollars and
damaged their lives and lives of others seeking the pot at the end of the
rainbow.
