Security tab - "do not allow attachments to be saved...etc." not working

All updates are from some time ago. (Except for the most recent Critical
Update for Microsoft Data Access Components - Disable ADODB.Stream object
from Internet Explorer - Win9x (KB870669).

Suddenly noticed that the OE *Security tab* isn't working. Whatever options
I select within it do not permit me to apply those options. The Apply button
is active, yet clicking it does nothing; it still remains "active".
Specifically, I've noticed some MS newsgroups to which I subscribe have had
a few attachments posted. I have the checkbox in OE's security tab set at
"do not allow attachments to be saved or open which could potentially be a
virus". Nonetheless, the attachments are present, and can be saved. I know
this for a fact as I saved one from Jim Byrd MS - MVP (It was a good one
however. <s>). I don't use OE as my mail client, but solely as a newsreader.

The Apply button works normally in every other tab. I won't ask *why* it
isn't working, but rather, what can be done to make the security tab
function properly?

FYI: I've run multiple scans for Malware and Viruses with Ad-Aware,
CWShredder, Spybot S&D, PestPatrol, AVG AV, F-Prot for DOS, and I come up
clean. HijackThis scan shows nothing out of the ordinary.
