Try activating troubleshooting logging for Mail
(Alt-T,O,Ctrl-Backtab,M)
That should show you what OE is trying and what it is seeing.
Then simulate the same sequence using telnet from a command window.
One possibility is that the initial connection is slow being set up.
If that's the case you might be lucky and be able to make a second
connection while the telnet one is still in evidence (e.g. using netstat -a)
BTW are you trying to send at the same time? It might be an idea to
try a separate Receive only, to test for the possibility that the SMTP
connection is somehow interfering. netstat -a could show differences
between such tests too. For that matter a quickly repeating monitor could
yield some clues: netstat -asop tcp 5 Press Ctrl-c to terminate the loop. (The o switch is not available for all OS.
Drop it if yours makes
a fuss.)
Another thing to consider is that some POP3 servers want the IP address
to be in the range of the ISP that is providing the service (e.g. to make it
less likely that users from anywhere can log on and take over that user's
mail box.) This seems unlikely in the case of Yahoo but it would explain
your symptom if the IP address was from your ISP. Certainly, I think
it would be a likely explanation if the situation were reversed, e.g. you were
having difficulty with your other account while using another ISP's IP address.
As others have explained I think the cause of your problem is likely that
you simply haven't registered properly for this service. You may have
a valid Yahoo account and password but that might only be working so far
in a webmail mode. The sequence of events for a POP3 authentication
is first to prompt for userid and password. In your case both would be
valid so they couldn't reply with a more common message which said that
they were invalid so if they still didn't want to let you proceed they would have
to block your access using another message such as the one you are getting.
However, instead of the link that they are showing you perhaps they could
be showing you this:

(Google web search for
yahoo uk pop3
)
Good luck
