Windows XP Hanging At Startup

Would anyone be able to tell me why programs would be hanging at startup,
for example: I recently attempted to uninstall and reinstall IE 6, but when
I tried to install a new copy it kept telling me that an earlier version was
being uninstalled pending reboot, this occurred even though I had rebooted
my PC, another incident is that I have recently added this newsgroup to my
OE and selected the check box to include this account when sending and
receiving and as of yet I am still waiting, after several reboots, for it to
take effect. These little strange neuances have been croping up here and
there for some time now, it's like all of a sudden Windows recognises a user
initiated settings chang and all of a sudden out of nowhere it decides to
implement the change long after it has been made. It was suggested to me in
another group (not msn) to uninstall and reinstall IE due to an IE Sp1
update, but in doing so, out of nowhere it suddenly asked me if I wanted to
install the new and improved IE toolbar which I agreed to do figuring it
might help, well, hardly the case, now everytime I want to open a new
browser window there it is asking me to change ActiveX Controls to prevent
pop-ups -who has time for this? and besides I know nothing about ActiveX
Controls, so in trying to get rid of it completely, because it really did
not impress me and took up more of my little 15 inch screen, I ended up
resorting to a system restore to get rid of it. Now I am back to square one
and still getting program hangs at startup. I know this has been winded,
but if there is someone else out there patient enough, any help will be
appreciated! Thanks Doug
