Do you happen to have Win98 with the PowerToy "SendTo" installed?
PowerToy often overwrites the registry of "Desktop as Shortcut".
 The CLSID of the "Send to Mail Recipient CMC" extension and "Send to
Desktop as Shortcut" is the same.
