It depends on what the server is doing with that newsgroup.
You may be forced to Reset the newsgroup each time you visit it.
I have never been able to figure out how OE would be able to see
new messages if the server "wrapped" its sequence numbers and
this could be an example of proof that it doesn't.
In order to get a better idea of what is happening you could activate
troubleshooting logging and analyse the trace of the underlying NNTP
commands and responses. To see completely what is happening
you would need to either have a full packet trace or use the commands
the log shows OE issued to emulate that session using your telnet
client (e.g. in a command window after connecting to the server's port 119.)
BTW there have been occasional related examples of invalid server
behaviour which confused OE enough to require a reset. Specifically,
what has been seen is that the sequence numbers involved with cross-posting
apparently confused the server so that it sent out a 211 GROUP response
which reflected the highest sequence number of *all* the newsgroups,
not the specific newsgroup being queried. In the case of large discrepancies
this could leave OE waiting until 1000's of message were added to the
real newsgroup until it got caught up. Again, the only practical thing
for the user to do in that situation is Reset the newsgroup.

That is different from what I am describing (unless it just happened
to have closed the gap from my second scenario <eg>.)
Another possibility which could explain this symptom
isn't something that OE can handle well. If there are multiple
servers at the site you are connecting to and they aren't completely
synchronized OE might be getting its numbers from one and then
trying to download their bodies from another which might have
the same set of Message-IDs, just not in the same locations.
There is no need for OE to do it this way and I believe that
you could find other newsreaders which handle this scenario
better. If you find that your servers are doing this often you
may want to try switching to a different news client instead.
In any case, try a Reset and take a trace if the reset doesn't help.
(Note: Reset is one of the commands on the Local File tab
of the newsgroup's Properties dialog.)
