Outlook Express sends Garbled Text

Tried Everything I know including reinstall IE 6. Message says it is not
digitally signed
for XP and stops Installation. ( I have XP Pro installed)

Here's the kicker:

It Works OK with one server but fails with my favorite server.

( Server says it is not him) Suggests virus.
