OE doesn't delete attachments, but Norton could. If this is not the
fix, change the settings in the A/V to not scan attachments. If it is
still unresolved, post the entire message.
Tools>Options>Security. Uncheck: "Do not allow
attachments................."

Also, above that box, select the radio button for Internet Zone.
