This error usually is caused by e-mail scanning, but if you're
offline, I don't know that it is the problem. But give it a try just
in case.
Error 0x800ccc0d or 0x800ccc0f when Receiving and Sending E-Mail

Turn off the e-mail scanning in your anti-virus.
