If you have their firewall enabled, you might try disabling that and see if it fixes it. You can also go to Start | Run and type msconfig and disable all startup items and non-MS services (such as Norton) and then reboot and see if the problem still persists.
Also check the mail account settings to ensure that Norton didn't mess with them.
