solution:
what i did:
scanned with adaware, spybot, norton AV 2002, all clean. had updated first.
changed settings in adaware thru forum research- found 3 web sites that
possibly install spyware-bad links; removed them.
submitted hijackthis log to aumhu forum (the best one! they replied!) had
some entries to fix.
deleted tif's, history, temps, cookies, thru the deltree method.
after the above, still had problem viewing web pages on first opening of
I.E.; would view after refreshing 1 or more times; same with links in
favorites; same if manually typed into address bar.
final fix:
thanks to the pa bear & members of forum, here's the fix:

could i try repair I.E. option in add/remove programs?
Sure, why not (if it's available)? All running applications, including AV,
closed please. (Actually, that was going to be my next suggestion.) Or you
could Overinstall IE6-SP1 (which does even more). Method 2 in this KB
article also works in Win98, Len: http://support.microsoft.com/?kbid=318378
