OE blocking e-mail attachments

I have recently gotten Internet explorer and Outlook Express. OE keeps removing access to "unsafe" attachments in my
E-mails. How do I stop this? I want to be able to choose, myself, if an attachment is unsafe. I have yet to be able to see any attachments on any e-mails I have gotten.
