Outlook express is a bad joke

Ok where to start,
At first my Outlook express was opening very slow. I followed the advice from Tomsterdam.com to edit: HKEY_CLASSES_ROOT \CLSID\{FB7199AB-79BF-11d2-8D94-0000F875C541} and HKEY_CLASSES_ROOT\CLSID\{FB7199AB-79BF-11d2-8D94-0000F875C541}\LocalServer32.
So now Ouylook opens normally, but it doesn't get any mail .I know this because I've been sending test mail to myself from various locations. Plus I setup O.E. on another comp and I recieved all my messages. I know all the settings are correct in O.E. on my computer. I tried following advice from this site and others such as running "sfc /scannow" (which didn't help). So I went to the registry and changed the installed value for I.E. and O.E., then went to Microsoft and downloaded the IE 6 install file. When I run the installer it logs on to Microsoft update and begins downloading a new install of IE6 but stops and tells me that the file is not Microsoft certified and that the installation will stop.
That's where I'm stuck, everytime I reboot the installer starts and wants to finish and then stops because the files aren't certified, right from the Microsoft site!!!!
Any idea why the files insist they aren't certified? And any ideas on what to do now besides dump the drive and reload or move to Macintosh?
