Not true about the danger. Having the folders appear as sub-folders to the Inbox is only a matter of convenience. The only connection is an instruction in Folders.dbx about how to display them.

That being said, the rest of your post is quite correct. By far the most dependable way to keep them expanded is to drag them from the Inbox to Local Folders.
