The rule was probably added by Norton Anti-Spam. To get rid of it, first
uninstall Norton Anti-Spam and then open the Registry and delete this key:
HKEY_CURRENT_USER\Identities\{GUID}\Software\Microsoft\Outlook
Express\5.0\Rules\Mail
You will lose all of your mail rules.
