You get the message: OE has removed access to the following unsafe
attachments........ when you receive an attachment, not send. Start
here and if you need to post back, please do not use CAPS. They are
very hard to read.

OE>Tools>Options>Security Tab. Uncheck: "Do not allow
attachments........."
