Yes you will have to go into the registry to remove it then edit the numbers
of the rules.

Close OE

START | Run
type in Regedit and press ENTER

Press the + sign next to HKEY_CURRENT_USER
Press the + sign next to Identities
Press the + sign next to the {USER_ID} string there for that Identity.
Press the + sign next to Software
Press the + sign next to Microsoft
Press the + sign next to Outlook Express
Press the + sign next to 5.0
Press the + sign next to Rules
Press the + sign next to Mail
Now, click on Mail
Each subkey below mail corresponds to a rule.
It starts with 000
click on each subkey to find the one you are having problems with.

Note the number of it when you find it.

IF it's say or example 005 and you have a 006 and 007, etc. after it, you
will have to rename 006 to 005 and 007 to 006 and so on.
click back on the Mail subkey and remove the high number in the list. If it
was 007, you would remove it. Double click on ORDER and just edit it out
from there.

Once you have the rules renumbered, close Regedit
The rule will be gone.
