I fixed the problem with it breaking on reboot after doing a regsvr32
inetcomm.dll

The problem must have been something under:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

I took out the programs that were not on my other XP system and I
didn't think were needed. I might have to put something back if
anything breaks.

In the registry I took out the following:
"HTpatch"="C:\\WINDOWS\\htpatch.exe"

"CXMon"="\"C:\\Program Files\\Hewlett-Packard\\PhotoSmart\\Photo
Imaging\\Hpi_Monitor.exe\""

"Share-to-Web Namespace Daemon"="C:\\Program
Files\\Hewlett-Packard\\PhotoSmart\\HP Share-to-Web\\hpgs2wnd.exe"

"UpdReg"="C:\\WINDOWS\\UpdReg.EXE"

"Jet Detection"="\"C:\\Program
Files\\Creative\\SBLive\\PROGRAM\\ADGJDet.exe\""

"SystemSearch"="REGEDIT.EXE -s C:/WINDOWS/sys.reg"
