pop server failed

Up until April 7th my e-mail was downloading into my
outlook express just fine. Now I keep gettting the
message that my POP server has failed. I have followed
the instructions from my provider and checked my
settings. I re-loaded the Peoplepc application. I even
re-loaded my Microsoft WP program. I receive my e-mail
as "Web Mail" from my server but it just cannot download
into OE. Any suggestions for a VERY non-technical
grannie?
