In the first place, there are no "OE" members. MS Outlook Express is not a
mail service, ISP, or anything remotely resembling something like AOL. MSOE
is just a mail client.
Read receipts have two problems. The first is that the receiving mail
program has to recognize them. According to DGuess, neither Hotmail nor AOL
recognizes read receipt requests. I have no way to verify that assertion,
but, if true, you will never get a read receipt from a Hotmail or AOL
member. The second is that the recipient's client has to honor the request
for a read receipt. In most clients this is a user selectable option, and in
my clients, the user has opted to select "No receipts sent". Consequently,
nobody who has requested a read receipt from me will actually get one.
