I had the same problem that also started on April 2. I was loosing my
mind until I found this website and your second suggestion fixed it.

n OE: Go to Tools>Options>Read>Fonts: Change the default encoding
setting
to Western (ISO). And in IE: Delete the Temporary Internet Files,
including
all offline content.
If that doesn't resolve it:
Go to: Start>Run>Type: regsvr32 inetcomm.dll - Press: Enter.
