Most dependencies are listed in OE Help>About>Files.

Then again, OE's a part of IE and IE's got a helluva lot to do with Windows
(in case you're not up on the news), so it might be easier to find the
Windows files that /aren't/ used (in all possible circumstances) by OE, Jim.
