This can't be the same thing that Len is complaining about
since he said he can read what he is expecting to see.
I have tried retrieving that message 3 times now and each time
it came back with 0 lines.
If there is a problem with the body the problem must be with the server.
However, an equally valid hypothesis would be that the poster did
something deliberately to create an empty post.
In this case the post originated with the new web interface.
Here is the indicator of that:

The next thing we can do to check on whether this post does contain
some actual text somewhere is to go to Google Groups with that
Message-ID, (right-click Copy Shortcut, paste the mailto: into the
Google Search field, and overtype the mailto: with msgid:) and search...
Hmm... apparently Google Groups either didn't get that message
or didn't bother saving it. Further Google Groups does not have
anything recorded from the poster:
author:patricia author:ann author:shepherd
"Your search...did not match any documents"
One thing which might affect the accuracy of that result is that
the To: field is in Base64 Unicode

Google Groups has a thread which might be where this post could be
found but because the Subject: is so non-specific it is listed as being
454 articles long
(Google Groups search for
author:printer group:microsoft.* insubject:printer
)
OTOH a more specific search for the actual newsgroup was not successful
author:printer insubject:printer
group:microsoft.public.windowsxp.perform_maintain
Next we can go to each of the web interfaces and see if we can see
the message there.
Let's start with the interface which produced the message,
the new web interface to newsgroups. Go to the Support Home page
(e.g. press Alt-H,S) and click on <Windows XP> (under Top Support
Centers). Click on <Windows XP Expert Zone> (under Additonal
Resources & Related Sites). Click on <New! Improved Web-Based
Newsreader> (under What's Hot). Click on <Windows XP Performance
and Maintenance> (leftside column--remember our newsgroup?)
Ok. So now I have found both the newsgroup and the interface which
originated the post. I'll do a half-hearted search with the author's name
again but I suspect that we are going to need another header...
Omigod. It worked! No more checking. Here is proof that the post
is really 0 lines. (I'm using the <Copy URL of this post> link at the
bottom
of the message.)
I have decided to answer your other questions regarding the TIF
in a new subthread.
