When I reply to emails in outlook express I get a file
named "~" sent to my desktop. It is anoying having to
erase this file everytime I reply to an email. Can
someone tell me how to fix this. Thank you.

This is a known bug that was in the April 2003 Cumulative Patch.
Microsoft is aware of it and is working on a fix.
