ONLINE ICONS ARE NOT SHOWING

Sorry if this post is in the wrong newsgroup, but I don't know which is the
correct place to post.
My mother is running WinXP and when she is connected to the internet, she
doesn't have the twin tv icons showing on the bottom taskbar. Is there a
way to have these showing?
