Typically that is just MS wacky way of telling you that you don't need
to install something because you already have versions of the modules
which supersede the versions that it would install.

Hmm... I don't see a list of versions given in KB331923.
You might have to use the command line switches
to expand that self-installing .cab file to see the versions that it involves.
Then with that same list of modules compare the versions that you have.
Start by adding the /? command line switch to see the syntax.
