Wait until msimn.exe is no longer an active task.

E.g. check with Task Manager, Processes tab.

Note if you are not closing *all* OE windows,
not just the main application window,
msimn.exe would still be running.

Your AV has already been mentioned as a potential source
of interference. Another one might be OE-QuoteFix if you use that.
