inetcomm.dll / multiple graphics in OE 6 help needed



>From what I have read this is what I need to fix the problem I have with OE
6 and XP pro not showing multiple images in stationery I have been making
but everytime I replace the file with an older version OE no longer loads

gives me the error msoe.dll cant load

I'm bashing my head against a wall trying to work around this problem...
never used to have the problem but I think I might have been using w2k then
