I read your first question.
First, you might want to read up on some good information on stationery in
general here:

Not everything on this site will be of interest to you, but it will help you
understand the tricks of the trade.

As far as I understand from your first question, all you want is one or two
stationeries with standard text in your particular lay-out to re-use
whenever you need it.
All the steps you described you did, can be used to achieve this goal, up to
the part where you try to save your stationery.
As soon as you have your "standard" stationery, save it in File | Save as
..... | and choose the file format .eml, giving your stationery a name you
want.
Save it to a place convenient and easy accessable on your hard drive. The
eml file can be opened directly from your hard drive; it opens OE for you
and will contain the text and format you saved it in ... you can re-use it
as often as you like. If you have to re-use it several times at once, you
only need to open the eml file from your hard disk once ... send it to
customer #1, and for all subsequent e-mails, choose Message | New Message
with ... | and you will find your eml file at the top of the list to
re-open. There is no need to close and re-open your OE this way.

There are other ways, but for your purpose, this would be the most
convenient way to go, I think.
