The Outbox is most likely corrupted. Close Outlook Express, then do a file search for Outbox.DBX and delete all instances of it you find. When you next open Outlook Express, a new and uncorrupted Outbox will be rebuilt.

I have 25 emails in my Express 6 outbox that will not go away since
yesterday. Every time I send anything, the whole 25 resends. Some
addressees have received a dozen of the same e-mail since yesterday. Help!
