I don't seem to be able to replicate your problem this end.  The only way I'm able to stop that preview thumbnail from working is to turn the function off by removing the checkmark in "Show Preview" in that dialog box.  I tried enabling and disabling all the new security settings in SP2, and none of them seem to have any affect on that preview box on my machine:o(
 
You might try posing your question over in the technical group for Outlook Express, maybe someone over there can shed some light on this problem for you.
