I no longer have possession of the laptop to try most of this but I can tell
you some things.
Outlook Express was not opening
I know I was connected to our LAN because all my drive mappings were present
and the only time the dial-up box appeared was when I opened IE which by
default is directed to one of our Intranet pages and that did not work either.
Next time I get my hands on this laptop I will check the other items you
mentioned. Thank you so much for your reply!

Our GPO prohibits allowing the user to change the connection settings in IE.
When I set up a laptop with dial-up connections even though the connection
settings in IE show "Never Dial a Connection " (It is greyed out) it still
wants to dial a connection.

Try making your Home page About:Blank temporarily
so you will know that it isn't opening IE which is causing
a dial-up prompt. If you have OE opening at the same time
it woud be a more likely cause for your symptom.
Is there a way in the registry to make sure it is
set to Never Dial a Connection and that the Work Offline is unchecked for
every profile current and future?
I can't remember which registry value controls Never dial...
I would try using RegMon (or ProcMon) to trace the toggling of that setting
to find the key and value names.
Keyword for the Work Offline state flag is GlobalUserOffline
