Actually Mike I think this is an option offered by the deployment kit (IEAK)
and thus is actually supported by MS, obviously you can do it in other ways
too.
As long as this is for company use (Rather than some devious malpractice) I
see no reason for MS to even care.
The IEAK docs might give a clue about any legal issues but I have not read
them for a long time.

Hello Everyone,
This message is regarding group policy and internet explorer. I am
considering using group policy to change the URL path of Help > Online
support. In Internet Explorer, when users click Help > Online support,
they will be directed to my company's support page instead of the
Microsoft page.
I have seen other large companies, ISP, etc. do things like this. When
they do it, however, they have very large license agreements. I don't
plan to have such a license agreement. Are you aware of any legal issues
or exposures that may surround the changing of this link? I do understand
that this is not break fix, but I am curious if you are aware of any such
issues.
