Correction to my post above.

Entering "ping -n 1 etax.dor.ga.gov" at a command prompt returns "unknown
host etax.dor.ga.gov" should have said 'Entering "ping -n 1 etax.dor.ga.gov"
at a command prompt returns "request timed out".'

That's fine. You don't care whether ICMP packets sent by ping or tracert
are allowed to work, just whether the command helps the lookup to be cached.
Actually, though, if you really did see "unknown host" the first time
it could account for your symptom precisely. ; )

My nslookup shows that the name of the site that you are trying to reach
is an alias for that canonical name. The first displaydns shows that without
the ping the lookup for the canonical name does not get cached and the
only thing that does get cached for it is the cname record (which then
requires a real lookup request in order to get its IP address).

The intent of the ping -n 1 is to load the lookup for the canonical name
into dnscache to help reduce the possibility of DNS being the issue for
your problem symptom. If it helps IE load the page, so much the better.

An alternative tactic you could try along similar lines would be to
enter an explicit lookup for the alias name in your HOSTS file.

Good luck
